Counting Stalls from Out-of-Bounds

Can you count stall counts from out-of-bounds? For example, marking someone on the sideline, forcing upfield/middle? Does at least one foot need to be in-bounds?
Can't find anything in the rules specifically on marking in- or out-of-bounds.

The rules don't specify a difference between in- or out-of-bounds. The Marker is simply defined as:

II.K. Marker: The defensive player within three meters of the thrower’s pivot or of the thrower if no pivot has been established. If the disc is not in play, a defensive player within three meters of a spot on the field where the disc is to be put into play is considered the marker.

Also, XIV. The Marker, makes no differentiation about whether you need to be in or out. Since "within three meters of the thrower's pivot" etc. is all that's mentioned, that's all that should apply here. Count away as long as you're within the radius.
