In order to ensure that we have a core group of quality observers for nationals and available for Canadian tournaments in general, CUPA is currently in the process of putting together an Observer Certification Program, similar to that put in place by the UPA. This program is being spear-headed by Mark Moran in the west, and Ken Lange in the east, with the hopes that we can have our first group of observers pass through the certification process at the CUC in Calgary this August. We have already had a preliminary dry run with some interested candidates in Calgary during Ho-Down at the end of June, where we were able to conduct some training, and get a better understanding of some of the logistics involved. In combination with some of the already UPA certified Vancouver observers, this should give us a solid base to work with at this year's nationals. However, our goal is to have qualified observers available nation-wide, so we are also hoping to have at least some individuals from the eastern half of the country take part in the program this year.

To that end, we are looking for individuals interested in observing, particularly those who would be attending this year's CUC and be willing to set aside some time to take part in the training. In addition, I am hoping to be able to do some preliminary training similar to what was done at Ho-Down at No Borders in Ottawa, July 19-20. This would possibly involve a short session Friday night, followed by some on-field training as schedules permit over the weekend. Note that strong (but not necessarily flawless) rules knowledge is required. If you are interested, please contact me ASAP, as the timeline is short.

The introductory section provides a good summary of the role of observers:

"In line with its previous statements, the UPA endorses the use of Observers in Ultimate but does not endorse the use of Referees.

The primary difference between Observers and Referees is that Observers shall not make active foul and violation calls of a subjective nature, while Referees are empowered to make any call authorized in the rules, bylaws, officiating guide, or any set of tournament ground rules. Observers are allowed to resolve disputes on foul and violation calls if requested to do so by the players or event organizers. It is permissible but not required for Observers to be allowed to make active calls on conduct issues and objective matters in the rules, including but not limited to time violations where the disc is not in play and boundary decisions.

Observers have the responsibility to uphold the Spirit of the Game to the players on the field. While Observers can provide a neutral perspective for dispute resolution or calls of an objective nature, the primary responsibility for the integrity of Ultimate and the Spirit of the Game remains with the players."
